It is apparent that the Assessors plan to continue to make up their own regulations and use methods, determined by the Nevada Supreme Court to be illegal, to obtain whatever taxable values that their counties feel are necessary to meet budget projections.
 
The State Board of Equalization has stated publicly on many occasions that they have never equalized assessments statewide and that they do not know how to do so, even though that is their primary purpose according to the Supreme Court decision. Even the Assessors have acknowledged that there are currently no regulations to guide the equalization process through the County Boards, the State Boards, the Department of Taxation, the Tax Commission or the elected Assessors.
 
This is yet more evidence of the determination by the bureaucracy to continue the battle against the courts, the taxpayers and now the State Board, which is trying to do the right thing. 
 
The Nevada Supreme Court has ordered that statewide property tax equalization take place, however no one knows how to do it, and it is apparent that the Assessors don’t want to help them learn.
 
Reading this current article and the other 4 Chapters written to date by John Dougherty for the Nevada Policy Research Institute (NPRI), which are listed at the end of the current breaking news piece referenced above, will give everyone an idea of how difficult it is to predict just when those refunds are going to be hitting your mail boxes. But, you WILL be receiving them in an ever increasing amount due to the 6% interest that is now accruing.
 
WHO IS BEHIND THIS CHARADE?
 
Washoe County, at the direction of the County Commissioners and District Attorney Dick Gammick, continues to file frivolous and harassment type lawsuits against the League and the Incline Village/Crystal Bay taxpayers. In our opinion, these legal actions have no merit and are filed for the sole purpose of stalling the payment of the refunds that Judge Brent Adams ruled are owed.
 
Rather than acknowledging  that errors have been made and correcting them, Washoe County District Attorney Richard Gammick and Nevada State Attorney General Catherine Cortez  Masto continue to pursue favorable rulings from the district courts despite the four extremely clear decisions that have already been made by the Nevada Supreme Court.
 
Keep in mind that Gammick and Masto are two ELECTED officials.
