<p><font size="-1" face="Arial,Helvetica,Geneva,Swiss,SunSans-Regular"><b>Dear Fellow Nevada Property Taxpayers,</b></font></p>
<p><font size="-1" color="red" face="Arial,Helvetica,Geneva,Swiss,SunSans-Regular"><b>Ho! Ho! Ho!</b></font></p>
<p><font size="-1" face="Arial,Helvetica,Geneva,Swiss,SunSans-Regular">It is a merry time indeed when the Washoe County Assessor, with guns blazing, turns against the State Department of Taxation. That is exactly what happened at the December 9, 2005 hearing before the Nevada Tax Commission. </font></p>
<p><font size="-1" face="Arial,Helvetica,Geneva,Swiss,SunSans-Regular">The Nevada Tax Commission is the highest tax authority in the state. The new Chairman was hopeful that the<b> “Supplemental Study”</b> that the Tax Department has been compiling, of the Incline Village / Crystal Bay and the Douglas County areas in the Tahoe Basin for over a year, would have a conclusion.</font></p>
<p><font size="-1" face="Arial,Helvetica,Geneva,Swiss,SunSans-Regular">No one has ever been sure exactly what the <b>study</b> was supposed to have been<b> “supplementing”</b>. For over a year, the Department had been feverishly working on whatever it was. </font></p>
<p><font size="-1" face="Arial,Helvetica,Geneva,Swiss,SunSans-Regular">Of course, the League has been constantly requesting information or data, which as usual, was not forthcoming. </font></p>
<p><font size="-1" face="Arial,Helvetica,Geneva,Swiss,SunSans-Regular">The Tax Commission finally got a feel of what we all have experienced at our property tax appeals. The Washoe County Assessor would not give us our assessment information until we were on our way up to the podium to present our cases. </font></p>
<p><font size="-1" face="Arial,Helvetica,Geneva,Swiss,SunSans-Regular">The office of the Washoe County Assessor presented an hour long Power-Point analysis of what they found incorrect (or dead wrong) with the <b>Study</b> that had been done by the Department. </font></p>
<p><font size="-1" face="Arial,Helvetica,Geneva,Swiss,SunSans-Regular">It is protocol to provide the Tax Commission, prior to a hearing, a copy of the information that is going to be discussed. This will allow them to have time to absorb the content and determine what questions they might like answered. Needless to say, the Assessor neglected that bit of customary courtesy.</font></p>
<p><font size="-1" face="Arial,Helvetica,Geneva,Swiss,SunSans-Regular">The League has had serious doubts about the validity of the <b>“Study”</b>. The appraisal experts that we engaged to analyze the information were finally able to obtain this information. They were aghast at what was discovered. </font></p>
<p><font size="-1" face="Arial,Helvetica,Geneva,Swiss,SunSans-Regular">The entire idea, from</font><font size="-1" face="Arial,Helvetica,Geneva,Swiss,SunSans-Regular"> the State Department of Taxation, was to raise our land values 200% to 300%, even though the Nevada law does not allow the assessment method that they were planning to use!</font></p>
<p><font size="-1" face="Arial,Helvetica,Geneva,Swiss,SunSans-Regular">The State Tax Department is now being vilified by the Assessor. The Nevada Tax Commission is furious at the Department <b>and</b> at the Assessors. </font><font size="-1" face="Arial,Helvetica,Geneva,Swiss,SunSans-Regular">Additionally, the Department Chief, Terry Rubald and the Executive Director, Chuck Chinnock are being sued personally, in Federal Court, by the Supervisor of the Locally Assessed Property Division. He is one of their own employees. As we understand it, he was being told to do things that he felt were not legal.</font></p>
<p><font size="-1" face="Arial,Helvetica,Geneva,Swiss,SunSans-Regular">All of this drama is in addition to the nine lawsuits that the League has filed against the State Department of Taxation, the Washoe County Assessor Robert McGowan, and the Washoe County District Attorney’s office.</font></p>

I am hopefully optimistic that 2006 will be </font><font size="-1" face="Arial,Helvetica,Geneva,Swiss,SunSans-Regular">our banner year.</font></p>
