2006-2007 land assessments to their 2002-2003 values, establish the new lower
basis for 2006-2007 on which taxes can only be increased by 3% per year for the
subsequent years, calculate the amount of taxes overpaid in 2006 and each year
thereafter and refund the overpayments plus 6% interest to the taxpayers.</span></div>
